The first step in the Transformation of the government’s procurement system is to analyze, and understand the Government of Puerto Rico’s procurement spend (purchase of goods and services). Procurement spend is the portion of the Government’s expenses, that may be within the scope of Procurement’s activity and can be affected through procurement involvement in the areas of cost, quality, service level/delivery, or terms. The following types of transactions are typically not part of procurement spend, and should be excluded (Ex. Employee-related expenditure, such as salaries, benefits, and expense reimbursements, Revenue refunds, etc.).
